Under the Regulatory Reform (Fire Safety) Order 2005, nearly every non-domestic building — and the communal parts of flats and HMOs — must have a suitable fire risk assessment, owned by a named “responsible person”: usually the employer, landlord or building owner. It has to be recorded, acted on, and kept under review.
